The Web Board Guidelines contain a basic explanation of karma. In addition, I offered the following advice somewhere or other a while back:

The different moderators on the different web boards have their own personal values, so they may not all assign karma on the same basis. The maximum karma level is 15. People with "blessed" karma are moderators, and Andrew Welch, the web board administrator, has "divine" karma. If you have negative karma, it will automatically go up one point for every twenty posts you make, until it reaches zero again. Of course, if those twenty posts are spam, a moderator will just lower your karma again, so don't try to abuse the system.

A while back, Andrew Welch set forge's post count to -666 for a reason with which I am not acquainted. He later set forge's karma to 666 as well, despite the fact that the maximum is supposed to be 15.
