I mean the sentence written on the board, just below the logo.

It means that it wasn't left blank on accident. Andrew intentionally left it blank.

It's a joke. Many textbooks and legal paper have a page labeled, "THIS SPACE LEFT INTENTIONALLY BLANK" so as not to confuse the reader into thinking there was a misprint on the page. Presumably, when andrew was redesigning the webboards using (url="http://"http://www.infopop.com/")Infopop(/url)'s Ultimate Bulletin Board system (or UBB for short), he found that spot which most likely was meant for a title of some sort, like a company motto, or the date and time. I guess he didn't need it, and put that in for a joke.

That spot is actually where the names of the forum moderators used to be. I think that andrew means to put links or something in that spot now since he moved the names up. Links to what? Who knows. When is he going to do it? Who knows.
