No, you cannot. When I was playing around with EV Edit, I noticed an option that can restrict access to the planet.

There is no way to do it. Basically, it's the nice way of saying "You try to land on this planet, and you will find yourself without a hull." I think the option to make the player unable to land on it does a couple of things. First, it adds a little flavor to an otherwise empty system. Second, it forces to player to move away from the planet to initiate a hyperspace jump.
