Just keep flying around in Agadzra space and you will end up finding him although it might take awhile.

It's in Igadzra space, try east of Igadzra, uninhabited system. Stay in each system - it hyperspaces in after a few seconds. Make sure you have a Crescent Fighter or better or it will kick you in.
