I find the governments of EV far more interesting. Override has a main Good vs. Evil conflict (UE/Emalgha vs. Voinians), a few Good vs. Bad conflicts (UE & Miranu/Zachit/Militia vs. Renegades), and a conflict in which none of the sides are particularly good or evil (the Crescent War). EV has a central Good vs. Good conflict (the Civil War), which I find the most interesting kind, a Good vs. Bad conflict (the pirates), and a climactic but short Good vs. Evil conflict (the aliens).
As for graphics, while Override has more technically complex graphics, Escape Velocity has better artistic design, and technology is only as good as the person using it.
The universe size and storyline length are the Override scenario's best strengths, but I don't think they're good enough to counterbalance the lack of depth and thought that have gone into the initial scenario.
Although Wratho didn't mention it, another point that is often raised in favour of Override is the engine. While the engine is superior, the stock scenario makes little interesting use of the new features, so this is not an argument in favour of the game as a whole, and we seem to be comparing only the stock scenarios, not plugins.
