When the heck do you get the ability to read/ use the conjurer's book called the Book of Conjuration?

And for that matter, what does it do?

I am up to level 22 and I still cannot use it!

You know that spell book that poped up every 2 levels at the beginning. That would be the book.

you cast spells by hitting the v key, which brings up a menu with the spells you hvae currently for level 1, hit the arrows at the top to change pages
