What starsystems do you trade the colonist at?

Colon I.S.T.s are a rather disturbing remnant of the U.E.'s bio-weapons program. They can be purchased on Earth (where the major plants were during the main part of the Voinaian war) and then sold on Verril Prime (where the current plants are due to it's low population density.
