There are no Council missions, Council Station only exists to provide inspiration for plug-in creators. The Anna Balashova missions start on New Taranto. Go to the bar once your combat rating is fairly high (I'm not sure exactly how high, sorry) and you'll get a cryptic note...

Then whats the 3rd objective of ev beside volians and nebulas? Where do i go to get it?

The third objective is to destabilize the Strand War in the Crescent. You can do this in one of three ways by picking which Strand you work for. The Igadzra missions start on one of the Miranu core worlds, maybe Kitrak, the Zidagar start on Pozdag-3, on the Miranu/Zidagar border, and the Azdgari start at South Tip Station. By the way, it's Voinians, not Volians.

I have heard that mods dont like changing topics and so do that for a start and answer questions and help people out is pretty much it I think.

Yep, the best way to improve karma is to ignore it. Just be courteous, and helpful when you can, but complete tangents like this are a bad idea. Find another topic that discusses this, or start a new one on the appropriate board.
