OOC: Station Unity isn't controlled by any government, really. As I said in my above posts, it's being built by representitives and refugees from many different races. It's an independent space station open to people of all races and governments to come and trade, seek shelter, and for refugees from war-torn areas to come and live. Basically it's part trading outpost, part safe haven, and part refugee colony.
Continuation: Looking on from the outside the construction zone, Thunder could see that Station Unity was coming along quite well. It had grown from a small assemblage of metal and polymer composite beams to what resembled a small crescent shaped portion of broken eggshell, the first hint at the station's spherical design. The engineers involved had decided that a spherical design would best facilitate their plans, since it held the most amount of internal volume for the smallest amount of building material, and they'd need plenty of internal volume to accomidate all the refugees and other people that would someday call Station Unity home.
Construction work had accellerated even further, the fleet having grown now to over 140 ships, with the addition of various ships and crews, including more than a dozen freight couriers and helians from Human independant worlds fearing that their worlds would be the next to fall to the tide of war. These newcomers not only brought new knowledge, expertise, and manpower, but also news of the war. Thunder was shocked at the number of battles that had occured over the last week, and realized that sometime, and possibly sometime soon, Station Unity might find itself near one of these battle fronts. Because of this possibility, Thunder had taken the precaution of changing the message bouy to transmit a new message to ships entering the system. The new message was as follows:
"This system is the future site of Station Unity, a refugee colony, trading outpost, and safe haven open to all governments and races. This is a civilian effort purely designed to help those who are driven from war-torn worlds, to build a new life and new home for them. We have no military ties or intentions. If you wish to offer help with construction, you are welcome. Please, do not interfere with construction and please do not attack us, we are simply trying to make a positive difference in a turbulent galaxy."
Thunder hoped this message would be enough to convince warring factions not to destroy Station Unity, and deprive those in need of the new home and life that they needed...

A hatch opened up and the aliens said,
"We're sorry to learn that you soon will be dead,
But though you may find this slightly macabre,
We prefer your extinction to the loss of our job."
