Sorry, VoinianAmbassador, but I've got to jump in here and correct something. The shield recharge rate listed in the ship resource is in "number of frames to recharge 1% of shields." So, Jubee had it right. If you are flying an Arada, for example, it will take 100 frames to recharge 1%, or about 3.3 seconds. So it will fully recharge in about 333.3 seconds (about 6 minutes & 33 seconds) regardless of whether the Arada has the stock 50 shielding (yardunits) or has been modified to 70. So your ship will recharge an individual unit of shielding faster if you have put on extra shields. You can test this by tracking the amount of time it takes you to recharge your shields fully before and after adding some enhancers. But it's only when you add the Azdgari generators that the recharge field of the ship resource is affected, so that's the only way to drop your total recharge time in addition to the time for individual units of shielding.
As for armor, as best as I have been able to figure out, it seems to regen in the same number of frames per unit as the shields. So the game figures from your frames/% what your frames/unit are and applies that to the armor. This seems to be supported because the game clearly tracks individual units of shielding and armor rather than just percentages. In most cases, it takes less time to regen armor because there are so fewer units of armor.
I'm only about 90% positive about the armor stuff I've written here, but I know the shielding info is right (it's in the EVO Bible).
