Selective breeding ("eugenics") wasn't just confined to the Nazis. Even the Swedes made a brief foray into it. As time goes on and we gain a greater understanding of the human genome, it may return again. The logic may be quite seductive. If, for example, you could predict that the offspring of a couple were liable to have an undesirable trait such as being psychotic, diabetic, anaemic... well, some governments might discourage those folks from having children by natural means. Generations later, a country populated by people who aren't held back by genetic disorders could outproduce, outfight and even outbreed one which had pursued a more liberal course of action.
Maybe the future's not that bright after all.
Interesting factoid: Adolf Hitler came to power because of the Proportional Representation system of government. If he'd tried to spread his doctrine under the 'first past the post' system of elected representation that the UK and the USA use, nobody would ever have heard of him. Of course, there are folks trying to get Britain to change to using a PR system in future...
