Yeah, you can join the Voinians. First, don't do any UE missions other than the cargo runs. Then, go to Pax Station and the first Voinian mission is available in the bar. They have quite an extensive mission string. You can get all of the Voinian ships by doing the Voinian missions, except for the dreadnaught.
If you like that, you can keep doing even more Voinian missions by getting the Reign of the Voinians plugins.

Just another note: You can do the mission where you run the Voinian blockade and still join the Voinians. If you do anymore missions following the blockade run, then the Voinians will turn you into toast. I think working for the Voinians is as good as working for the United Earth. Both are really fun.

Actually, I believe you need at least a dangerous rating also. You can kill UE ships and you can kill Voinian ships. The Voinians don't care they just want you to be able to kill.
In addition to a 'dangerous' combat rating, get yourself a decent ship before you get into the Voinian missions. Right from the start, you're up against tough missions. You will very rapidly learn to hate hunter missiles! I'd recommend getting at least an Arada before taking on the UE.
Finally, remember that if you're going to add the plugins ROTV and ROTVII, they need to be renamed to something logical, such that they are listed in the correct alphabetical order in your plugins folder. Otherwise things get weird.

Before you get the first mission you have to destroy a UE Destroyer
or Frt Express ship.

Yes you can join the Voinians in killing human kind. But I advise you not to because they just kind of ignore you by saying that your not capable of doing more missions.
What you do is you go to Pax station in the Pax system land and go to the bar. If you have distroyed some UE ships and the UE goverment is mad at you, you should get a mission that starts out like this. There are few UE soldiers and you feel unsafe. A Voinian soldier gestures you over to him. And click yes.

Working with the Voinians would be somewhat of a waste of time were it not for some brilliant young writer who added a good deal more missions and brought the Voinians to their full potential through plug-ins.
