Why don't you, Dave, take the first slot (0-199, 0-17, 0-63, etc) I'll take the second slot (I've decided to make a full portion of the galaxy) and people just pick up ID numbers as they come. If people need more resources, they can try to get them from other people or ask the organizers to let them have some of the remainder resources.

PS. Outfits seem to be in a little bit short supply, maybe there should be a bunch of universal outfits (like the map, escape pod, etc) that everyone can use. Perhaps 16 outfits per person? Does that sound reasonable? Same with ships, perhaps...
