At first the governor of Kayia was reluctant to accept Thunder's plan, and it was only at the urging of several of his top aides that he was finally convinced. He now found himself in guest quarters aboard Thunder's Zidara, dropping out of hyperspace into the Bakoom system.
On the bridge of his ship, Thunder heard the familiar sound of warning sirens blaring as two renegade aradas converged on his position on attack vectors. Thunder responded in kind, ordering his own five Aradas to engage the enemy at close range. The renegades were almost instantly overpowered, one of their ships exploding in a brilliant fireball, and the other left floating disabled. Thunder manuevered his Zidara into position and secured his airlock onto the other ship. Several of his crew members boarded the disabled arada, retreiving the renegades on board, two of whom had already been knocked unconscious in the firefight. The Strandless authorities would take great pleasure in prosecuting them. As for the crippled arada, Thunder ordered two of his aradas to tow it into dock with them. After the authorities were through with it, the standard procedure would be to let Thunder keep it as an addition to his fleet.

After gaining clearance to land, Thunder and his small fleet touched down in the spaceport on Bakoom's capital. Once his ship was secure, Thunder went on about his buisness. Accompanied by the Governor of Kayia, he strolled down the street until he reached the Bakoom Government headquarters. Inside he arranged to meet with the Prime Minister of Bakoom. After a breif wait, he and Kayia's governor were ushered into a small office where the prime minister sat, looking over some files at his desk. Seeing his guests enter, he set down his files and greeted them.
"As you know," Thunder began, speaking on behalf of the Kayan people, "both your system and the Akrahyek system are plagued by a constant onslaught from the renegades. We are locked in a perpetual struggle for survival. Many traders are too afraid of renegade attacks to come to our worlds to trade. None of us has the resources necessary to build a fleet large enough to defeat the renegades, and it is all we can do just to defend our own systems. Together, though, we might fare better. That's why I'm here to propose an alliance between our systems. We could combine our forces and our efforts. Together we'll have the resources to build a stronger force, with more Laziras and maybe even Crescent Warships, to augment the forces of aradas and crescent fighters the militia use today. We could coordinate our efforts and come to each other's aid when one of our worlds is under attack. Together we can fight off the renegades and defend the South Tip. So, what do you say?"
"It's an intriguing proposal." The prime minister replied. "I'll inform the senate at once, and I'll get back to you with an answer when they decide.
