the ratings are worthless. some guy could just go and vote for something many times and it would be good or bad. I've done that against cheat plugs

Agree with the numbers...I do (somewhat)...
BTW...cheat plugs can get as high a score they want...but they won't appear in the ranks...

For the ranked plugins, you can't vote more than once. Also, for the top ranking plugins, hundreds of people have voted so one guy even with four or five IP addresses still can't change them very much.
As far as the download numbers are concerned, there was an interesting plugin called Cada, which appeared a couple of months ago and shot up the rankings. It didn't seem to have any size — at least, I was unable to download anything to play with.
Eventually it disappeared. I'm guessing that this was just a name put up so that the creator could download it himself hundreds of times, and that the admins took it down when they realised this.
Admins: is this true? If not, did anybody actually play it, and what was it like?
A thought: it might be nice if votes only lasted say, three months, and then disappeared from the score. That way, it would reflect how popular a plugin is now, rather than how popular it was across the whole year.
