      Have the Terran, Zerg and Protoss government..... and to top it off, you could have different factions within the government, like the Confederacy, Rebels.... Salas Tribe..... Jorgmund brood....

      Disturbing coincidence: I just bought Starcraft 2 days ago, and I was thinking the same govts, before I saw the msg that suggested them.
