1. I consider it respectful not to attempt to pull attention away from an existing story, especially a series. As long as you enter your story into the fold at a time when people are looking for something new to participate in, you should get the attention you need. A good way to improve your chances is to be sponsored by a popular publisher - i've been out of the stories for a while, but i'm still confident in suggesting Captain Carnotaur. I consider him to be the most devoted publisher around. Silverdragon is also a great publisher, but i'm not aware of any previous sponsorships he has done. There used to be two popular webstory boards, the WDC and Boardgame, but they are inactive and offline, respectively.
2. Going to the WDC (Webstory Developer Commune, see my signature) should be helpful in showing you what a webstory's inner workings look like in a very clear manner. Plenty of disagreement is involved in webstories, and being able to settle disputes peacefully is crucial - even if you have to agree that you're wrong about something. Have a clear set of rules; you can find some time-honored ones at the WDC. As far as a map, one of your players will likely have some talent to relieve you of the trouble. An elaborate site will not be necessary right away, that's only important for series.
3. It doesn't require them, it BUILDS them. Plain and simple. Those with less skill are helped along instead of turned away.
4. Again, the WDC Concept Center is a good resource. Background is optional. Personally, it bores me, so i just write the history in as the story begins - so i can get a feel for it.
