First off, welcome to the web boards!
The first Rebel mission (#172 - Transport Rebel Parcels) is available on any Rebel world. You have to have at least a "Decent Individual" rating on that planet, and you must have destroyed at least one ship. It has a 25% availability chance, so it will take you ł4 attempts to get the mission.

just to add to what General Rak said, the mission is in a spaceport bar. I don't think you can get the mission if you are an offender to any other rebel system. I'm not sure about that though.
