I tend to disagree. As long as you only look and don't change anything with ResEdit, you can't really hurt anything. EV-Edit, however, offers far higher potential for damage due to its bugginess - it can mess up data files just by opening.
Though working with a backup in ResEdit is still not a bad idea. I never do any actual editing in the data file; I'd suggest doing any actual scenario changes in plugin files.
If you want to try to do the mission without looking up the answer in ResEdit, focus on Uninhabited systems near the Trugati Asteroid Belt.
