Basilisk, which I think is a free 68k emulator, can be found (url="http://"http://www.uni-mainz.de/~bauec002/B2Main.html")here(/url). If you need help with the setup, I think there's a link to a guide at the bottom of that webpage.
No, Ambrosia isn't going to be making a Windows version of EV anytime. The reasons are basically this: Matt Burch doesn't know how to code for Windows, and even if he did, Windows doesn't have "anything resembling a resource" (quoted from someone, forgot who), which completely destroys the game, since all of the gameplay data (planets, missions, etc.) is stored in resources.
