The reason using the StH ROM MAY be illeagl is that you do not own a real copy of the game. It's perfectly legal if you own a copy of the StH cartridge. For that matter, there is nothing even vaguely illegal about owning an emulator. The reason the VG system was sued for was because Sony was afraid sales of VG would hurt their ability to sell the Playstation. It was later proven by the courts that there was nothing wrong with it, as long as the users bought the games themselves. Using EV on the PC is 100% legal as long as he registers it.
