      What is the highest ship rating you can get, compared to to an Ultimate rating? How much farther do I have to go?

      Punkster is right. Ultimate is the highest rating. There are system ratings in which I think Galatic Scourge is lowest but I dont know which is highest. Maybe Pillar of Society

      Highest combat rating: Ultimate
      Highest legal status: Honored Leader (very rare - does it even exist?)
      Lowest legal status: Galactic scourge - once again, very difficult to achieve.

      Yep, I have got honored leader before. I went around and got pillar of society or honored leader in every system except, obviously, the pirate systems.
