      I feel like a n00b to the game, but whenever I try to edit people's records in the GCD it says "suspect must have broken parole and had blahblahblah". How can I fix this?

      You cannot authorize someone's arrest if they do not have a parole violation on their record, and have at least two priors. I am sure that you can figure it out... Let me know if you can't.

      Sigh...

      Give him a conviction for a parole violation. Add something with the word "parole" into, as well as one or two other crimes, then authorize his arrest.
