You can use several, for 2D you can use Photoshop or Graphic Convertor, for 3D you can use Bryce or Carrara, or just about any other 3D package, pick one based on your budget, then learn it.

I use Strata 3Dpro for 3D work (almost everything) and I use Photoshop for touching up the 3D render's and 2D work (ground tiles, game interfaces, start screen etc)

I find that Fireworks to be very helpful and easy to use. In Photoshop 7, you can make patterns; good for ground tiles. But Fireworks isn't a 3D app.

I find that a mixture of Illustrator and Photoshop works the best. Illustrator for the shape (when drawing out) and photoshop for any effects.

Wings is great free software for modeling. The most recent version of Carrara has gotten much better, and the polygon editor in Carrara has always been good. PiXELS 3D is really good, very cheap, and has a top-quality renderer, but the company seems to have disappeared (if not for the problems with the company, I would put PiXELS 3D on an equal level with Cinema 4D). Cinema 4D is much more expensive than the others, but you get what you pay for. Maya is even more expensive then that. I find the price for Maya is too steep, even with their drastic price reduction a year or two ago. It is good software, though perhaps a little too complex.
