All you need is a good company to host it.
I use lycos which gives me 50 meg of space to use.
Unfortunately you also get adverts coming up

if you go to (url="http://"http://www.invisionfree.com")www.invisionfree.com(/url) you can get your own forum, and if you set it up right then you can upload files (max 48 MB). I have a board there but I have never needed to upload anyhting, so I dont know how fast the download/upload speed is.
