Over your world map? No.
Fog of war is only present in the map display event object which shows the map of the current area.
If you wanted a fog of war type of feature on a world map so that only sections of the map(that corresponds to areas, theoretically) that you had visited would be displayed, you would have to rig something up:

Could you not also use a Main location instead of a dialog box?

In theory, I don't see why not.
You could then turn each area into its own image stamp. Then using conditionals you could either place the stamp or an area of "black" to create the world map.
Finally, you could make the entire screen a clickable event which will send the player back to where they were before invoking the screen.
I would think that this would work fine, and be a lot easier simpler.

Yes.
This is best accomplished by simply using event tiles
or
for more interactivity/ to avoid accidental re entering a location right after you've left it...you might want to use passive stationary NPC with a zero/small collision radius...which requires you to interact/attack/press x
in order to trigger the plaayer contact event which would in turn teleport the player to the next locale.
Think Final Fantasy 9, which pops up a stamp graphic that says '( x ) to Enter', this prevents the player from accidentally reloading a location.
