Yeah, the downloads page does that quite a lot. I've repeatedly been told that I'm the first person to be downloading something that's been online for a few days, even though it's clearly quite popular and has been spoken about on the boards.
As for the plug-in you're talking about (Saphire), I downloaded that on the first day it was up.

POG was ok, but I would rather make my own game instead of editing someone else's. I'm sure once all the well wishers and slackers drift towards other projects, we'll have some quality plug-ins / Games from more serious developers.

It only happens with files who's names have capital letters and non-alphanumeric characters, I think.
Sure people want to see PoG expanded. The problem is that those with good taste are doing the big stuff which takes weeks, and it takes about 30 minutes to make a cheat. It'll take a while, but you WILL see some killer plugs out there.
