does uplink *require* an active internet connection to play?

Remember, it's a game, and it's not multiplayer. It won't require internet, unless you want to use the IRC feature. But you aren't actually connecting to the internet, just playing in the game.
Of course, if Uplink went multiplayer (who knows?), then yes, it would need an internet connection.
Edit: I can see why you thought that though, it's kinda misleading with this forum under the "Ambrosia Net Games" heading. I think it's here because it deals with the internet, you log on the game's fake internet to play.

In some of the bonus material that comes when you buy the game there is a discussion from Introversion on how they would implement a MP Uplink if they were to do so and such. Rather interesting read.

And theres also the 4 game bibles, which have, and I quote, " Pages and pages of program code, game logic, ideas, concept art, diaries and more. The complete "behind the scenes" works." These are very interesting, but extreamly hard to obtain.
