For the life of me I can't find the super pellet gun, I've gotten all the other upgrades sans this one. Any help would be appreciated.

If you didn't find the racetrack yet I could give you the hint that it's in the north of the Wasteland.

To acces the racetrack, no, however to get the super pellets you need something you can only get after registering.
