I've always wondered....What makes a TC? How do you reset the Nova stock scenario when lets say you only have like 30 systems total and 2 gov'ts? What would happen to the other Nova stock gov'ts and systems? And would the TC go into the Nova plugins folder or would it replace the Nova Files?

You replace the Nova Files, thus solving the problems of extra resources from the default scenario.

You start with Absolute Minimum, for one.
