Everything is illegal!

Alright, there is a big problem. I set a government's scan mask on MC to be 5 (the box with the five under it, I don't know of a more technical name) and all of the sudden, that government always attacks me whenever they scan me. I've checked the outfits I have, sothing has that scan mask set. What gives?

Carried junks and active misns also set scanmask bits.

You must have something that annoys the Krypt (who normally care for ScanMask bit 5), probably you're in the Vell-os campaign.
