I think you'll need to give more information than that. Such as, how big of a plugin, what kind of plugin, etc.

Ok, that's a good start. But since I couldn't find a plugin with the name galatic storm
anywhere on the EV, EVO, and the EV Nova plugin pages, I think more information is going to be needed if you want anyone to be interested in doing this for you. Here, I'll just give you a list.
1. What kind of plugin is it? As in, is it an EV plugin, EVO, or EV Nova plugin?
2. What is the actual name of this plugin? It isn't galatic storm, because I can't find a plugin with that name.
3. Do you know who the author of this plugin is?
4. Do you know where this plugin might be located?
5. I have absolutely no idea precisely what you mean when you ask that this plugin be "analyzed and dissected"? What do you mean by this? What exactly do you want to learn about this plugin. And why? Are you asking to learn about the gameplay of this plugin, or something about how it works? And above all, why do you need someone else to do this for you?

Is this a plug-in that you are trying to make yourself? I'm inclined to think so, but you reveal so little information that I can't tell.

Why do you need it examined? Is there a problem with it, something you want fixed? Providing details will help you get what you're after.

Details are important for requests like these. If the plug is on the EV Nova Addons page, say approximately where. If it's something that you made, say so and if possible, supply a link so that testers can download the plug. If someone shows interest, contact them quickly and give them the information that they need.

From the AIM chat I had with huntress8472, I can thankfully answer these questions for someone else, saving some people the trouble of figuring them out.
1. It's a EV plugin. Which is not something I know how to modify, as I've never even played EV.
2. Actual name is Galactic Scourge.
3. I don't, maybe someone else does.

I guess I'll leave this open for now, in the hopes you'll provide some more information about what you're looking for.

ok everyone seems to want more info
so here it is I want GS to be disected and taken down to its tech and weapons alone
the other stuff I wish is simpler
it helps if the person knows EV/EVO/EVN
I am not looking to cheat just get off to a start in a survivable ship soemthing with a decent balance of weapons and shields gaining the actual money is not a problem to me

There are, as I recall, cheats supplied with Galactic Scourge. I want to say that there are a few cheat plugins and a rich pilot file supplied. I'll hunt around on my hard drive to find GS and double check.

Edit: In the EVC subfolder where I keep plugs I'm not using, there's a copy of GS. A quick glance at the read-me shows that several cheats are included. One of them might do what you wish.

I don't. Here's the part of the GS Read Me that I was referring to.

GS Cheat -- This gives a complete picture of what the galaxy holds by removing all bits from systems, outfits, and ships. The resulting galactic map is informative, but may be confusing as some systems have two or three different incarnations depending on which missions are completed.

GS Super Cheat -- Makes all ships and outfits available on Levo and allows the purchase of vessels and items not normally for sale. The comination of GS Cheat and GS Super Cheat will make every item and ship in the game sold on Levo. It also makes javelins cost 100,000 credits each, but that makes the game boring. Using these with the Lazy Bastard pilot (who is a billionaire) makes the game really boring, but some people like that.
GS Turning Fix for Cheaters -- If you cheat and you have set the speed to < 100% then you need this too.
Lazy Bastard -- This is a pilot file that starts you off with obscene amount of money (billions).

If you accidentally deleted these files, re-downloading is probably your best bet. (N.b., I've never used any of those GS Files.) With my copy of GS, these files are in a folder in the main GS folder. This subfolder is called "Cheaters etc.". I can't remember if that's a folder I created or not.
