Well, it would tell spöbs a vague way, such as "Fed ones", except for rare tech levels where it would tell all of them. Or maybe have well-defined groups at the beginning of the doc, such as "Moash spbs: all planets owned by the Moash gövt except/plus these spöbs: spöb#1, spöb#2, spöb#3, which usually have not the same/the same tech levels", and then at the line of the tech level have "tech level #: common Aurorean outfits and ships (chaingun, Fusion Pulse C., etc...); used by Gen.Aur spbs, Reb spbs, and Houseless (ID#nnn), etc..."
I think it is an useful working doc, especially for modest plug designers who add their station with nifty outfits and do not know which tech levels are unused, people who want to add an outfit/ship to these planets exactly and do not know which tech level it is accurately, etc... who may not be wanting to search all the spöbs for this information.
