There are several outfit types which you can use to effectivly block peoples radar the "IFF Scrambler" and the "Reinforcement Call Inhibitor".

Firstly does the IFF Scrambler make ships friendly towards you even when you have illegal outfits and/or illegal cargo?

I have tried testing this but can't quite be sure.

Secondly, if not, is there any easy way to make an outfit which stops interceptors from scanning you, and/or prevents them from seeing in your ship so they don't know if you are carrying illegal cargo either way.

I think the closest you could get is to have an "Illegal Commodity License" which sets a bit that hides all the illegal junks, and unhides a bunch of identical-looking legal junks. And a "Illegal Outfits License" that starts a bunch of iterative-entry crons which delete illegal outfs and replace them with legal duplicates, and at the same time hides the illegal outfs and unhides the legal ones.

sounds like a lot of work...

maybe just have less illegal items.

The IFF Scrambler only prevents them from attacking you first because of your legal rating. They should probably still scan you, and the consequences should be the same as normal. The Reinforcement Call Inhibitor only does what it says.

A cloaking device would do the trick, but that may not be what you're looking for.
