How long does it normally take for an uploaded file to be posted?
If you later want to post a newer version, can you remove the older version?
Is there any way to find out how many people have voted on your plugin without actually voting yourself?

Each file that is uploaded needs to be checked for certain things, like a description, the proper stuffing/encoding, etc. There are people that do this, and they do it every few days or so. If you want a file to be available immeadiately, you can host it elsewhere and distribute a link. Otherwise, you need to be patient.
You cannot. Only a person who has the ability to post things has the ability to remove them.
Yes. Go to someone else's computer after they have voted on your plug-in. But what's wrong with voting yourself? Give it a high score so more people will download it ;).

To answer #1, it depends on how often I check. Sometimes it can take quite a while, or a matter of hours.
As for #2, if you upload an old version, just drop me an email and I'll delete the old one.

When EVula's asleep, it takes quite awhile. It took almost a month for my plug-in to get posted because appearntly, he was asleep the whole time... because "You do too much stuff."
