Okay where do I put the flags in? I opened a ready made plug-in (like GS) and I opened Levo through HEX and was trying to figure out where I put $00000008 to put in a ship buying place or whatever. Where in the world do I EXACTLY put this in? I tried serveral places but miserably failed and turned Levo into a Enviromentally hostile planet.

I heard of a program where you can easily put in systems and all just like EV Edit, except all it does is SYST recources. Where can I get this?
