Resourcerer is $256 and is available from Mathemaesthetics' web site. It has been Carbonized, but not all that well I hear. The author, Doug McKenna, seems to have died or something, as he has not responded to emails in a few months (from me, Uli Kusterer (author of another resource editor called Resurrection), or a few customers whom I've seen complaints from).
A fourth resource editor has been written in REALBasic by Johannes Illenberger: MacResourceDog. This is also still in development, but works under OS X. It's pretty damned nifty if you ask me..

You could try clicking the link in my signature.
If you want the source code or the Cocoa version, click the SourceForge logo in the top right corner and follow the instructions. NovaTools will be integrated with the Cocoa version before the Carbon version.
