What happened to the Delta V thingy? I mean, was it even an in-development TC or something? As someone who had to deal with the 20 e-mails per day from the mailing list, I have a right to know 
I dunno if this is the right place to ask this question, but here it is...?

I believe that Delta V was a TC many years ago that was going to have X Y and Z and be the best ever... Then the developers grew up and went their seperate ways promising to finish it later. There's a web site somewhere.

You are talking about two different Delta_V s, here. The link is to Ambrosia's Delta_V mailing list for discussion of plug making.
The delta_V Plug-In is an entirely separate entity which was begun by some members of the original delta_V mailing list. As blackhole put it, most of the development team grew up and went on to other things,(especially when they found out how much work is involved in a TC )
I still have the files on my hard drive and occasionally exhume some and tinker with them a bit. A release of delta_V is not imminent, but is still a vague possibility. There is too much good work by too many people in there to just dump it all.
