i think that's kinda implicit in any site to which people would submit their stuff. i really hope there's enough intelligence around here that anyone who doesn't want their plug finished by somebody else won't post it to a site such as the one proposed here.
but the real reason for this post: i've got a site on stas.net and it's really good (the server, that is; i haven't really spent more than 5 min. on the site so it looks like $#!+). they offer unlimited space and bandwidth for free, and they don't put up adds on your pages. and from what i've seen they don't have a lot of down time (i haven't seen them down or even significantly slowed yet)
