If some outfit's tech level is, say, 32, will you be able to buy it on any planet with a tech level higher than 32, or only on planets with tech level 32?

In EV it would be any planet with a tech level of 32 or higher. In EVO I think it's the same (might not be but).

Yes. It's the same way for EVO. SpecialTech is a different story, however.

OK, thanks for the help. I had a planet in my plug with tech level 85, and everything was available there. I was wondering what was causing that.
