If you create a mission to "any stellar of government x", will it include stellars that are in systems that are not accessable due to visbits? For example, if I made a new system with a UE planet appear after a mission using a visbit, would there be cargo missions going there before the visbit was triped?

No missions will go there unless you specifically specify the spob in the invisible system. There is a problem, if you accept a mission to a spob and then it is made invisible by another mission, then you can't get to the spob. There isn't anyway around this though.
Back to your question, no missions using random locations will go to an invisible system. However, I am not sure if all the systems of a particular government are invisible what happens when you accept a random mission to the govs spobs, or if its even available.
