First get the EVB or EVOB(i would get the annotated editions.) then get resedit. that's all you need if you're going to make a simple plug(of course you'll need spins for ships and weapons and the various pics). All of Pontus's utilities are good. and i would warn you if you are going to use EV-Edit. it is very unstable. make-spin is better than pics to sprites and if you want missions Schelmta-V is a must. Use the Plug Checker to check your plugs while in production and EV/O Developer's Map for systems. After you have everything you want announce the plug here and gather a group(about 3~5 people will probably good)of beta testers to check for spelling and other bugs. listen to your beta testers! when the plug is ready put it on the addons page and announce it on the boards.

Mostly right, but just some minor corrections. I don't think there is an EV Annotated Bible, only EVO. Next, I would get Resorcerer, and get the Annotated Templates. Third, MakeSpin make svery sucky, grainy graphics. Better to make 3D graphics yourself, or get a graphic artist to do it for you. (Of course, pretty much all the graphics artists around here are tied up in the numerous plugin projects going on at the moment.)

Finally, I strongly urge you to play many good existing plugs (go for the classics, like Pale, EV Game Expander, Final Battle, Frozen Heart and the like) to see what people have done, before starting your own.

Actually i was talking about making 36 pics in a 3D Graphics app and just have make spin put it all together for you...
