Really? All the way down there? I would have thought closer to the Azdgari.. What do I do, go in the Spaceport Bar?

Yes.

To elaborate a bit: You must have already done the Miranu trading missions and can't have started either of the other two Strand strings with the same pilot (unless you have the plug-in Triple Agent or something similar). It starts in the bar at South Tip Station. You must have a fast ship, one day jump time, to do this first mission.
