Using what I found in another thread, I have a mostly harmless combat rating and have been to Pax several times, but have not been able to start the Voinian string. I have not done any special missions, not even UE cargo missions or diplomatic relations.
Can I still do the Miranu missions while doing the Voinian string?

I imagine you just need a higher combat rating. To do that, just kill Voinian shipsonce you get their missions, they eventually clear your record and you're clean in almost all their systems, and in the others you're merely forbidden.
Besides, a deadly combat rating is useful in the long run. 
Yeah, so just go to Pax and kill enough Voinian ships to get to Deadly. And if you want to land to recharge your shields or something, land on Pax and check the bar each time. Who knows? Maybe the combat rating requirement is something other than deadly, but I think if you get deadly or ultimate you are ensured of being offered the mission, so long as you haven't yet started the UE central objective.
I think that's all you'll need to get going on the Voinian missions. And yes, you can still do the Miranu missions if you do the Voinian mission string. They are separate central objectives.

Can I even do the ones that are between the Miranu and the UE? Such as diplomatic relations, the Ski Resort, and the Plague Cure on New Calcutta? I'd like to do the Diplomatic mission while I'm waiting so I can get some cash, but don't want to ruin my chances of getting voinian missions...

Yes, you can certainly do the diplomatic relations mission. I'm not sure about the other two, but I'd bet you can still do those.
I editted in some more information into my post above, so feel free to read it.
And if you want to ensure that you don't get messed over by mission bits, make a copy of your current pilot file. That way you won't have to start all over again if you do something you didn't intend to.
