I imagine you just need a higher combat rating. To do that, just kill Voinian shipsonce you get their missions, they eventually clear your record and you're clean in almost all their systems, and in the others you're merely forbidden.
Besides, a deadly combat rating is useful in the long run.
Yeah, so just go to Pax and kill enough Voinian ships to get to Deadly. And if you want to land to recharge your shields or something, land on Pax and check the bar each time. Who knows? Maybe the combat rating requirement is something other than deadly, but I think if you get deadly or ultimate you are ensured of being offered the mission, so long as you haven't yet started the UE central objective.
I think that's all you'll need to get going on the Voinian missions. And yes, you can still do the Miranu missions if you do the Voinian mission string. They are separate central objectives.
