If I were to do the Nebula Exploration Mission String, and then change ships, would I still have to Nebula Penetration Device?

I think so but I am not sure. You could always test it by duplicating the pilot you are using and then change on of their ships and see if you still have the device.

I just checked in EV-Edit. The NPD stays with you when you change ships.

The best secondary weapon, that is transferrable, is the Plasma Siphon, hands down.
That and the fact that's sometimes the only weapon I have on some of my profiles.
