I'd just like to jump in here and say my take on all of this.
I have tried what Jubee is referring to, and it does work. Since there are now several people supporting the claim with similar observations, perhaps you will listen to reason.
Now, as I understand it, what he is saying is that installing more shield enhancers, which increase your total shields, will not decrease your overall shield recharge just because you have more shields. What it DOES mean is the following:
Since the shield recharge rating remains constant, it recharges the same percentage of your shields per unit time. Since you have increased your total shield rating, you will thus recharge more shields per unit time, as the recharge rate remains constant.
When you look at it from THIS perspective, then you can see that you are indeed recharging more shields per unit time than you would be if you had not installed the shield enhancers. Thus, you have increased your total recharge amount per unit time, which is different from the recharge rate--that can only be increased using the generators.
I hope this helps, and perhaps maybe even cleared some stuff up. If I'm wrong, well, meh... :D.
