The items which are given to you through a mission are always massless (at least in the default EVO scenario). The ones that missions make available (set by mission bit) may take space, but you can always buy those after the mission.

As Firebird stated, you always get the items given to you directly through missions, even if your remaining ship mass is 0. If you have 0 mass left after going to the outfitter, then get the experimental shield generator, you still get the generator, even though you have 'no' mass left.
