Well, last summer on my visite a Washington we trooped across the Mall, which is a huge huge huge grassy area right by the Washington memorial. It is usually used to have huge rallies; political conventions. So, if you have 30,000 people, they have to <classfied> somewhere.

My theory is this:
You are homeless, in DC. Dark day, cold. It starts to drizzle, then rain, then the heavens let loose and it just dumps rain. Well now, 700 empty porta potties across the way - all dry. So what do you do?

That's why they're all locked all the time! All you have to do is start removing some walls, and voila , a multiplex. It all makes perfect sense.

BTW - there are 33 potties in that picture.
