I went to upper blulgiem and found the guy I was suppose to talk to,talked to him,then in my journal it said that I should go south of the teros river the probelm is I can't find anything there nothing but monsters and stuff. Plus what do I have to do about the water portal thing?

Firstly, you need to a way to jump for the water portal (and other places). Now, where have you been that is not in the stock scenario but features a guy who sells things, one of which promises to make you jump farther?
Secondly, you need to go to the Tearos Bridge. Very close (much closer than you might think; hug the shoreline) to the Bridge and south of it, you will find the island. Point 1 is crucial.
Thirdly, you must do the first two points before the third one. This takes place not far from a man who sells Herbs in Trinity. Head west from him, and search for the secret paths.

Ulmert was crossing the Tearos River bridge when he heard Trolls argueing. What you're looking for must not be too far south. But unless you've been to see Doc, the merchant in Upper Berglum, and considered getting his most popular item, it is doubtful that you will ever get to the little island where the piece of parchment was blown. It is very difficult to swim while wearing armor.
EDIT: After reading your reply. It is best to try the Jumping Bean Extract out at the spot where Ulmert suggested you cross the stream in Upper Berglum first to know how it works. Walk to the spot where the stream is narrowest just east of Ulmert's house.

I have another question not related to the plug-in. I've found a crypt with these bluse ghost things outside it. But when I try to enter to says I don't have the right key. where is they key? Now for my final question. I have found a sword tip with the name bla on it. What do I do with that?

You won't find the key to that crypt until you have reached the top level of the Learning Tree.
Sword tip: Congratulations. Keep it. It's value will become evident in time.

By the way, remember where that crypt is (and the ghosts are called Dark Spirits). It is crucial for finishing the game (standard plot).
