Of course it's not original. EVMP has been talked about pretty much since EV came out. As for doing it, several dozen poeple have tried making EVMP with a new engine, most have given up, all have failed so far for one reason or another. My conclusion over the years is that you're never going to get EVMP unless you use an existing games engine. Ambrosia provided us with the solution in the form of Ares and Hera. An attempt at EVMP was made with EVNet, (Ares plug) but it was (and is) a quite sad representation of EV. The only project that I'm going to believe well ever suceed, even remotely, is Ares: Override, but that's because I'm making, and I know I'm going to finish it eventually.
Hmmm, actually, I take that back, not all EVMPs with new engines. Helian Wars looks promissing. Who knows, it may end up being EVNMP in the distant future.

Ares is based in a single system, so this will be the case in AO.
Ares has no upgrades, and anyway all ships in Ares have the same shield regen, So this well be the case in AO.
What would you have me do otherwise, mail CDs to everyone that owns Ares?
